City Financial Disclosure Laws
The Code of Ethics requires the annual disclosure of financial statements to enable the public to review the assets and income sources of city officials and employees for actual and potential conflicts of interest between the individual’s official duties and private interests.
2009 City Financial Disclosure Statement
The filing period for 2009 begins on January 2, 2009, and the filing deadline is Tuesday, February 17, 2009. All required filers must submit their statement online at the Electronic Filing System.
2008 Financial Disclosure Filings
The City had a 92 percent rate of timely filers and an overall filing rate of 99 percent in 2008. Six departments won the Transparent Diamond Award for their outstanding filing records, and twelve boards were named to the 2008 Honor Roll. The Board named 11 persons to its 2008 Roll of Delinquent Filers for failing to file or filing late. The Board fined three persons the maximum fine of $500 for their failure to file or failure to pay the late filing fee.
Who Is Required to File
The Code of Ethics requires city elected officials, approximately 10 percent of the city's work force, city board members, and neighborhood planning unit officers to file the annual financial disclosure statement. Required filers must submit a statement every year that they serve the city and the year after they leave city service.
Electronic Filing System
The Board of Ethics requires city officials and employees to file their disclosure statements online. Persons who are 65 years of age or older may seek a waiver and file hard (paper) copies of their financial disclosure statements by mail or hand delivery. Administrative Appeals
A person found delinquent or owing a fine has a right to appeal that decision. The person must file a disclosure statement before seeking an administrative review by the Ethics Officer.
